Governance levels

Abstract visualisation of nature based solutions in a Nordic context
Policies on all administrative levels need to focus on supporting nature-based solutions in order to implement and upscale the use of such solutions. The advice provided in this handbook targets three different administrative levels in the Nordic countries, namely local, regional and national levels.
NBS are often implemented locally, requiring certain priorities and tools for support in the local administrations, usually municipalities. However, the regional level, for example counties or river basin districts have important roles in coordinating and supporting local implementation. This level may also be a link between national and local authorities. Finally, national authorities such as the government and different ministries, agencies and directorates can adopt strategies and legislation that affects all the administrative levels.
For advice concerning policies for NBS internationally, read more about this here (link online). In addition, each specific advice includes information on what international goals and obligations they may contribute to.
